The digitally signed Official Gazette PDF is fit to support the instrument identity, dates, transition clause, health-supplement scope, analyte species, maximum levels, units, and conditional cadmium tiers. It is not a general seafood or seaweed food limit.
Dates and scope
Circular 12/2024/TT-BYT was issued on 18 July 2024 and made QCVN 20-1:2024/BYT effective on 1 August 2025. It applies to health supplements. Products already registered and manufactured before the effective date may continue in circulation through their shelf life unless a food-safety warning applies.
Metal limits
The finished-product table states maximum levels in mg/kg or mg/L: total arsenic 5.0; inorganic arsenic 1.5; cadmium 3.0 for products containing ingredients from seaweed or bivalve molluscs and 1.0 otherwise; lead 10.0; and mercury 0.5. Inorganic arsenic is monitored when total arsenic exceeds 1.5 mg/kg or mg/L.

The values are loaded as separate total-arsenic and inorganic-arsenic rows and as two cadmium scope tiers. The analyte distinctions and conditional scope are preserved in regulatory_limits.csv.
