Footnote 4 states that maximum levels for infant formula and similar products refer to products ready to use, marketed as such or after reconstitution as instructed by the manufacturer. Footnote 29 states that selected infant formula cadmium maximum levels refer to the product as sold.
Methods (brief)
This is a consolidated legal text, not an analytical study. Article 2 contains dried, diluted, processed, and compound-food factor rules. Article 1 states that listed foods may not be placed on the market where they exceed the Annex maximum level.

Certification: This source is historical/superseded comparator context and does not set HMTc thresholds.
Courses: Useful for teaching recast history: EC 1881/2006 was later repealed and replaced by EU 2023/915.
