This is the KATS safety-confirmation standard, Annex 1, textile products for infants under 36 months, in force from 7 March 2024. It is an official KATS PDF. Table 2 of hazardous substances does not contain antimony.
Key numbers
Section 5.2 states that hazardous-substance content shall meet Table 2 when tested by the methods in section 6. Table 2 (PDF p.4) lists formaldehyde, organotin compounds, arylamines, phthalates, flame retardants, total lead, total cadmium, allergenic dyes, pH, nickel release, and nonylphenol and nonylphenol ethoxylates. There is no antimony row. No antimony migration limit and no antimony content limit are printed. The value is blank because this annex sets none for antimony.
Note 6 of Table 2 applies the total lead and total cadmium rows to metal substrate, polymer substrate, paint and similar coating, and other materials such as wood, and states that they do not apply to textile fabric. That note is not an antimony limit. Those lead and cadmium figures are not transcribed here as antimony results.
Methods (brief)
The file is the KATS PDF of the infant-textile annex. The common safety standard, Notice 2022-0220, is a different instrument. This annex does not copy that notice’s antimony migration line into Table 2.
Evidence fitness
The page supports a negative finding: this infant-textile annex sets no antimony limit for infant textile fabric. It does not support inventing an antimony number from the lead or cadmium rows. It does not support a U.S. federal textile limit.
Limitations
Whether a coated or resin part of an infant garment is also subject to the common safety standard’s migration row is a question for that other notice, not a number printed in Table 2.
