KATS Notice 2022-0220, common safety standard for children's products

Key numbers

Section 3.1.1, migration of harmful elements (유해원소 용출), prints 안티모니 (Sb) 60 mg/kg 이하, which is 60 mg/kg or less (PDF p.3). The same table prints arsenic 25, barium 1 000, cadmium 75, chromium 60, lead 90, mercury 60, and selenium 500 mg/kg, each or less. The remark applies that migration table to products made to be put in the mouth, or products for children under 36 months, and within those products to painted surfaces including coatings, synthetic resin, and paper. Section 4.1.1 states that the migration test follows KS G ISO 8124-3 (PDF p.8).

Section 3.1.2, content of harmful elements, sets total lead and total cadmium. Remark 2 of that content table states that it does not apply to textile fabric (섬유원단에는 적용하지 않는다). That exclusion is printed on the content table. It is not printed on the migration row. The standard’s own scope is articles used by, or for, children 13 years or under, together with the individual safety standards where those exist (PDF p.1).

Methods (brief)

The basis of the antimony figure is migration under KS G ISO 8124-3, not total content. The file is an HWP-to-PDF conversion of the notice posted on the KATS board. Wording that depends on a glyph the conversion might have dropped should be checked against the HWP. The antimony line and the 60 mg/kg figure were legible in this conversion.

Evidence fitness

The page supports the migration limit of 60 mg/kg or less for antimony on the materials the remark names. It does not support a total-content limit for antimony in textile fabric. It does not support a U.S. federal limit.

Limitations

Later amendments on the Korean statute site were not checked. The conversion is not the KATS-issued file format.
