The final Gazette instrument and FSSAI’s official Amendment 17 register entry are fit to establish the instrument identity, publication status, effective date, product-scope substitutions, inorganic-arsenic value for fish oil, and the required total-arsenic screening sequence. The amendment is future-effective as of this record’s verification date.
Metal-contaminant changes
The amendment extends the existing lead row from pulses to “pulses and pulse flours,” and the existing cadmium row from pulses excluding dry soybeans to “pulses and pulse flours, excluding soybean dry.” It adds a fish-oil note stating that the applicable maximum level is inorganic arsenic at 0.1 mg/kg. Total arsenic may be used as the first screen: when total arsenic is below the inorganic-arsenic maximum, no further speciation is required; when it is above, follow-up inorganic-arsenic testing is required.
Dates and status
The Gazette identifies the notification date as 14 May 2026, publication in the Gazette on 25 May 2026, and entry into force on 1 December 2026. The amendment therefore remains adopted-not-effective until that date.

The new fish-oil inorganic-arsenic value is loaded as in_fssai2026_ias_fish_oils_100. The pulse-flour changes expand the scope of existing lead and cadmium limits; they are described on the regulation page without duplicating the unchanged numerical values into new rows.
