Scope and effective date
Amendment 17 to India’s contaminants regulations applies from 1 December 2026. It expands the named pulse scope of existing lead and cadmium rows to include pulse flours and adds a species-specific inorganic-arsenic rule for fish oils.
Fish-oil arsenic rule
The maximum level for inorganic arsenic in fish oil is 0.1 mg/kg, equivalent to 100 µg/kg. Total arsenic is a screening measurement, not the enforceable species: a total-arsenic result below 0.1 mg/kg establishes compliance without further testing, while a result above that screen requires follow-up inorganic-arsenic measurement.
Pulse-flour scope
The amendment does not create a new numerical lead or cadmium value for pulse flour. It extends the existing pulse values to the flour form. HMI preserves that as a scope change and does not manufacture duplicate rows solely to restate an unchanged number.
