Regulation (EU) 2025/2509 of the European Parliament and of the Council of 26 November 2025 on the safety of toys repeals Directive 2009/48/EC. OJ L, 12 December 2025. The antimony migration figures in the new annex match the directive.
Key numbers
Annex II, Appendix, Part A, point 1 prints migration limits from toys, components of toys, or micro-structurally distinct parts of toys. The three columns are mg/kg in dry, brittle, powder-like or pliable toy material; mg/kg in liquid or sticky toy material; and mg/kg in scraped-off toy material. The antimony line prints 45, 11,3, and 560 (PDF p.53). The comma in 11,3 is the printed decimal mark. Article 56 repeals Directive 2009/48/EC with effect from 1 August 2030. Article 59 states that the regulation enters into force on the twentieth day following publication in the Official Journal, and that it applies from 1 August 2030. Articles 28 to 44 and Articles 49 to 55 apply from 1 January 2026 (PDF pp.43-44).

Evidence fitness
The page supports the three antimony migration limits carried from the directive into the regulation, and the application date of 1 August 2030 for the regulation as a whole. It does not support applying those toy limits to a diaper or to a polyester fibre.
Limitations
The migration limits in Part A do not apply on the day of publication. The regulation’s own Article 59 sets 1 August 2030 as the application date, with the earlier date limited to the articles it names.
