This source is Philippine National Standard PNS/BAFS 194:2017, “General Standard for Contaminants and Toxins in Food and Feed,” issued by the Bureau of Agriculture and Fisheries Standards. The foreword describes it as a modified adoption of Codex STAN 193-1995, amended 2016, with modifications for national legal requirements and Philippine industry needs.
The standard applies to primary and postharvest agriculture and fishery commodities applicable in trade, and not to processed products. HMI records the routeable metal tables: Table 7 inorganic arsenic in husked and polished rice; Table 8 cadmium in vegetables, pulses, cereal grains, polished rice, wheat, marine bivalve molluscs, and cephalopods; Table 9 lead in fruits, vegetables, cereal grains, meats, offal, milk, and fish; and Table 10 methylmercury in fish and predatory fish.
Values are recorded in data/evidence/regulatory_limits.csv in ug/kg, converted from the source’s mg/kg values by multiplying by 1000. Table 7 explicitly states that rice limits are for inorganic arsenic (As-in), with total arsenic screening allowed before follow-up inorganic arsenic testing. Table 10 explicitly names methylmercury, so those rows are recorded as MeHg, not total mercury.
