This source is the English unofficial translation of Thailand Ministry of Public Health Notification No. 414 B.E. 2563, issued under the Food Act B.E. 2522 and titled “Standards for Contaminants in Food.” The PDF states that if the Thai original and English translation differ, the Thai text applies. It was notified on 20 March 2020 and published in the Government Gazette on 20 May 2020.
Annex 1 Table 1 is the routeable HMI heavy-metal schedule. It sets maximum levels for cadmium, tin, lead, methylmercury, total mercury, inorganic arsenic, and total arsenic across cereal grains, rice, vegetables, pulses, chocolate products, fish and seafood, salt, tea and herbal tea, food supplements, seaweed, canned foods, fruit juices, milk, infant formula, fats and oils, wine, and broad residual food categories. The notification excludes food additives, processing aids, drinking water in sealed containers, and natural mineral water.
Values are recorded in the structured evidence record in ug/kg, converted from the source’s mg/kg values by multiplying by 1000. HMI preserves the source basis where the table says “product as consumed,” “ready to drink,” “dried materials,” “formula as consumed,” or “whole commodity.” Annex 1 note (4) allows total mercury as a screening method for methylmercury compliance, but the enforceable species remains methylmercury where the row is in the methylmercury section. Annex 1 note (5) likewise allows total arsenic as a screening method for inorganic arsenic compliance, but the enforceable species remains inorganic arsenic where the row is in the inorganic arsenic section.
