New Zealand’s Cosmetic Products Group Standard 2020 sets conditions for cosmetic products under the Hazardous Substances and New Organisms Act 1996. The consolidated 1 January 2026 text restricts components listed in Schedules 4 to 8 and contains routeable HMI values for carbon black colourant impurity profiles and mercury-containing preservatives in eye products. Carbon black and carbon black (nano) have total arsenic, total lead, and total mercury impurity ceilings. Thiomersal and phenylmercuric salts used as eye-product preservatives are limited to 0.007 percent mercury.
