This Cuban national standard is NC 877:2012 for wheat flour specifications. It applies to prepackaged wheat flour for human consumption and wheat flour intended for use in other food products. Section 6.1 states that wheat flour must be free of heavy metals at levels that could endanger human health and must comply with NC 493:2008.
The routeable metal values in this PDF are the two NC 493 values quoted in section 6.1 for processed cereals: 0.1 mg/kg lead and 0.1 mg/kg cadmium. This PDF is not the full NC 493:2008 contaminant standard despite the manifest filename; HMI records that manifest conflict in data/evidence/regulatory-ingest-gaps.csv and does not infer any wider NC 493 table from this source.
