Minnesota Laws 2010, Chapter 347 added section 325E.3891 on cadmium in children’s jewelry. The provision limits cadmium in surface coatings and accessible substrate material of metal or plastic components of children’s jewelry to 75 parts per million. The threshold is determined through solubility testing under ASTM F-963 and later versions, unless superseded by a federal standard. The section is effective 1 January 2011, with the retailer subdivision effective 1 March 2011.
