The history line on the title page begins with enactment as Notice 2018-19 on 21 March 2018. The children’s diaper specification limits migrated antimony.

Key numbers

The diaper specification that applies only to children’s diapers and children’s hygiene mats prints 유해원소용출 (mg/kg), migration of harmful elements, for the topsheet and the backsheet each (안감 및 방수층 각각에 한함). The antimony line prints 안티몬(Sb) 60이하, which is 60 or less (printed page 32, PDF p.32). Footnote 1 applies that migration block to synthetic resin and paper only (합성수지제와 종이제에 한하여). The page defines 안감 as the layer in direct skin contact, the top layer in the construction, and 방수층 as the waterproof bottom layer (PDF p.33). The test method pointer is section 5.23, 유해원소 용출 (PDF p.33).

The same 60이하 migration line is also printed for children’s disposable cotton swabs (PDF p.28, children’s swabs only), for toothbrushes (PDF p.48), for dental floss on the part that can contact the mouth or on the floss (PDF p.52), and for tongue cleaners on oral-contact parts excluding the handle (PDF p.55). Those are the same printed figure in other articles. They are not the diaper row.

Section 21, tattoo dyes, prints 안티몬: 2 이하 in a content list of restricted elements, in mg/kg (PDF p.58). That 2 is not the diaper migration limit.

The cover prints 2026. 3. 4. The amendment history prints Notice 2026-23, 2026.03.24. Both dates are printed. This page does not choose one. Enactment remains Notice 2018-19, 2018.03.21.

Methods (brief)

The diaper basis is migration of the topsheet and of the backsheet, each, limited to synthetic resin and paper. It is not a total-content limit for the whole diaper and not a limit for the absorbent core. The file is the official MFDS attachment.

Evidence fitness

The page supports the children’s diaper and children’s hygiene-mat migration limit of 60 mg/kg or less for antimony, adopted in the 2018 enactment and still printed in Notice 2026-23. It supports keeping the tattoo-dye figure of 2 mg/kg or less as a different article. It does not support a U.S. federal diaper limit.

Limitations

A 2017 draft notice was not obtained from MFDS and is not used. Adult diapers are outside the antimony migration block, which the text limits to children’s diapers and children’s hygiene mats.
