This MFDS notice establishes Korean cosmetic safety standards for ingredients and for marketed cosmetic products. Article 6 sets trace-detection allowance limits when substances were not intentionally added and technically complete removal is impossible. The limits include lead, nickel, arsenic, mercury, antimony, and cadmium, with lead and nickel split by product type. Combined heavy-metal provisions for permanent-wave and hair-straightening products are gap-logged rather than converted into species-specific rows.
