TR CU 009/2011 establishes Customs Union safety requirements for perfumery and cosmetic products placed on the market in consumer packaging. Article 5 includes a toxic-elements clause for products containing natural plant or natural mineral raw material above 1 percent. That clause sets numeric limits for arsenic, mercury, and lead in mg/kg; arsenic and mercury are unspecified species and are therefore mapped to total arsenic and total mercury. The regulation also contains prohibited and restricted substance annexes, but those annex entries are not converted into numeric finished-product rows absent a routeable concentration limit.
