Scope
The loaded clause applies to perfumery and cosmetic products placed on the Customs Union market in consumer packaging when the formulation contains natural plant or natural mineral raw material in a quantity greater than 1 percent. The regulation also covers conformity assessment, state registration for specified product categories, labeling, and state supervision.

Products that do not meet the technical regulation may not be marked with the unified market-circulation mark or placed on the market. Member-state authorities conduct state supervision and may restrict, prohibit, or withdraw dangerous products.
