PS 3228:2017 specifies requirements for skin creams, including whitening creams, while excluding therapeutic creams. Table 1 sets heavy metals as lead 20 ppm, arsenic as As2O3 2 ppm, and mercury as Hg 1 ppm. HMI loads Pb and total-Hg rows and preserves the As2O3 value on the regulation page without converting it to elemental arsenic.
