India’s Cosmetics Rules, 2020 require imported and manufactured cosmetics to comply with BIS specifications and rule-level safety provisions. Rule 39 contains routeable limits for mercury in eye-area cosmetics and other finished cosmetics, and a lead limit for permitted synthetic organic colours and natural organic colours used in cosmetics. The same rule states arsenic as arsenic trioxide and a nonspecific combined heavy-metals limit for colours; those provisions are documented as partial gaps rather than converted to elemental rows. The rules also prohibit lead and arsenic compounds for colouring cosmetics.
