This Official Journal source amends Commission Regulation (EU) 2023/915 by adding maximum levels for inorganic arsenic in fish and other seafood. It defines the inorganic arsenic species for the amended rows as the sum of As(III) and As(V), applies the new seafood limits from 8 October 2025, and allows fish and seafood lawfully placed on the market before that date to remain until their date of minimum durability or use-by date.

The routeable rows are the Annex I section 3.4.5 to 3.4.8 seafood entries for fish muscle meat, crustaceans, bivalve molluscs, and cephalopods. The Annex text also restates the section 3.4.9 total-arsenic salt row at 0.50 mg/kg; HMI records that as tAs and flags it as total arsenic, not inorganic arsenic.

Values are recorded in data/evidence/regulatory_limits.csv in ug/kg, converted from the source’s mg/kg maximum levels by multiplying by 1000. Seafood rows are wet-weight limits. For dried, diluted, processed, or compound foods, the amendment points back to Article 3(1) and (2) of Regulation (EU) 2023/915.
