Scope
The Act applies to children’s jewelry, including charms, bracelets, pendants, necklaces, earrings, rings, and components designed or intended for children twelve years of age or younger.

How tested
The Act states a percent-by-weight cadmium threshold. It does not print a separate analytical method in the one-page act text.
Enforcement posture
On and after 1 July 2014, no person may manufacture, sell, offer for sale, or distribute covered children’s jewelry in Connecticut above the cadmium threshold. The Commissioner of Consumer Protection may enforce the provision within available appropriations.
History of changes
The Act was approved on 4 June 2010. The section itself states an effective date of 1 October 2012, with the sales/manufacturing/distribution prohibition beginning on and after 1 July 2014.
How it compares
This is a state children’s-jewelry cadmium content limit and is materially different from soluble-cadmium toy migration limits.
