Scope
The Health Products (Cosmetic Products - ASEAN Cosmetic Directive) Regulations 2007 govern supply and composition of cosmetic products in Singapore. The relevant rows are in the Third Schedule colourant table for carbon black CI 77266 and carbon black nano.

How tested
The regulation gives a purity and impurity profile for carbon black, including ash, sulphur, polycyclic aromatic hydrocarbons, benzo(a)pyrene, dibenz(a,h)anthracene, total arsenic, total lead, and total mercury. No separate analytical method is reproduced in the extracted schedule text for these impurity values.
Enforcement posture
The limits are part of the subsidiary legislation controlling cosmetic product contents and permitted colourants. The regulation also contains prohibited-metal entries, but those entries are not numeric concentration limits and are not loaded into the register.
