Scope
Minnesota section 325E.3892 applies to covered products or product components including jewelry, toys, cosmetics and personal care products, games, school supplies, pots and pans, cups and food containers, craft supplies, art supplies, costumes, keys, clothing, footwear, headwear, and accessories.

How tested
The statute requires covered persons to furnish relevant compliance information on request. It does not specify a particular analytical method for lead or cadmium.
Enforcement posture
The commissioners of the Pollution Control Agency, commerce, and health may coordinate enforcement. The Pollution Control Agency and commerce may enforce with the attorney general, and the attorney general may enforce under section 8.31.

How it compares
The general 90 ppm Pb and 75 ppm Cd thresholds are broader than many product-specific limits because they apply across multiple consumer-product categories. The key exception is much higher and should not be applied to other covered products.
