Scope
BPOM Regulation No. 16 of 2024 sets contaminant limits in cosmetic products. It covers microbial contaminants, heavy-metal contaminants, and chemical contaminants; this page records the heavy-metal contaminant limits.

How tested
The regulation requires business operators to test cosmetic contaminants to ensure that produced or imported cosmetics do not exceed the contaminant limits. Testing may be performed by accredited laboratories or eligible internal cosmetic-industry laboratories. The limit table itself does not specify the metal analytical method.
Enforcement posture
Business operators must ensure cosmetics meet the safety and quality requirements, including contaminant limits. Article 7 lists administrative sanctions including warning, temporary distribution prohibition, withdrawal, destruction, and suspension of import statement letters.
History of changes
The regulation was set in Jakarta on 3 September 2024 and comes into force 12 months after promulgation. Article 9 revokes BPOM Regulation No. 12 of 2019 on cosmetic contaminants when the 2024 regulation comes into force.
How it compares
The Indonesia values align with the regional ASEAN cosmetic contaminant guideline for mercury, lead, arsenic, and cadmium. Arsenic is treated as total arsenic and mercury as total mercury because the regulation does not state narrower species.
