Why this category exists

Cannabis is a documented hyperaccumulator: it is used in soil phytoremediation precisely because it concentrates lead, cadmium, and nickel, and any product derived from the flower can carry that load forward, with concentrates and vape oils concentrating it further. Vape hardware adds a second, mechanically distinct route: the heating coil leaches lead, nickel, and chromium into inhaled aerosol. The market is large and has no incumbent third-party heavy-metal trust mark.

Pathway note

This category spans three exposure routes. Flower and vape products are inhaled; edibles and tinctures are ingested; topicals are dermal. Whether vape hardware is treated per-category or under one shared inhalable-hardware treatment alongside any future nicotine-vape category is a reserved decision recorded in taxonomy-reorganization-2026-06 §4.

Boundary rules

CBD and hemp-derived ingestibles route here even when carrying a Supplement Facts panel, because FDA does not recognize CBD as a lawful dietary-supplement ingredient, so they are legally distinct from Category 16. Hemp seed and hemp oil sold as conventional food, with no cannabinoid actives marketed, route to Category 4 or Category 7. Cannabis products marketed for animals route to the Pet domain.
