Scope

GB 21027-2020 covers student articles such as writing, drawing, correction, ink, and coated or printed school-supply materials, and includes a separate row for colored modeling clay. The page transcribes the HMI-controlled metals from Table 1.

How tested

Section 5.1 states that the migratable-element determination is performed according to GB 6675.4-2014. Section 4.1 also notes an exemption where the obtainable sample from accessible printing, brushing, or coating portions is less than 10 mg.

Enforcement posture

GB 21027-2020 is a mandatory national standard for covered student articles in China. Products outside the standard’s limits are not compliant with the safety requirements for those articles.

History of changes

GB 21027-2020 replaced GB 21027-2007. The standard was issued in 2020 with the 2020 edition’s revised student-article safety requirements.

How it compares

The general student-article row resembles the legacy international toy-migration values for several elements, while the colored-modeling-clay row is substantially stricter for the HMI-controlled metals. The limits are migration limits, not total-content limits.
